Management of the Head of the Religious Affairs Office (KUA) in Efforts to Prevent Divorce in Medan Perjuangan District

Abstract

This study aims to analyze the management of the Head of the Religious Affairs Office (KUA) in divorce prevention efforts in Medan Perjuangan District. The study used a qualitative approach with data collection techniques through interviews, observation, and documentation, with informants selected purposively, including the Head of KUA, religious instructors, staff KUA, and community members who had participated in the program. Data analysis was carried out using the interactive model of Miles and Huberman through data reduction, data presentation, and conclusion drawing, and tested with source and technique triangulation. The results of the study indicate that the Head of KUA has implemented management functions systematically, namely planning, organizing, directing, and controlling through the Marriage Guidance (BIMWIM) approach, the Mobile Torch (SULING), socialization of Sakinah and Mashalah families, and counseling services for married couples. The program is quite effective in increasing public understanding and awareness about maintaining family resilience, although there are still obstacles in the form of low participation and budget limitations. Therefore, program innovation and a more adaptive approach are needed to increase community involvement so that divorce prevention efforts are more optimal.
